This must be the son of John R. Bailey, "long-time resident of Mackinac Island. He served many years as the only doctor, & after the Civil War became garrison physician as Brevet Lt. Col. in the U.S. Volunteers. He published, in 1895, a guide book, Mackinac, FormerlyMichilimackinac. He also served on the Mackinac Island State Park Commission." He operated Bailey's Drug Store, an Island landmark, & had his office there. The sign above it said "Bailey & Son," & it was built in 1880.
