Introduction
The Michigan Tuition Waiver Program represents the coming together of ideas generated from a number of sources. In the late 1960's and early 1970's members of several tribal communities within the state, Indian students at several of the state's institutions of higher learning, and some members of state government came to share the belief that Indians were entitled by treaty to free education at the state's universities. All agreed that steps should be taken to obtain enforce this perceived right.
